David Lloyd George became a symbol of the national awakening of Wales, and he created more headlines than any other statesman of the 20th century. During World War I, David Lloyd George realized that excessive drinking was doing more damage to the population than all enemy submarines combined. He therefore introduced a law on immature spirits in 1915, he tried to raise taxation, and he created opening hours to limit the amount of alcohol available to workers. Reputable whisky producers matured their whisky in oak barrels, but some\u003cbr\u003eunscrupulous producers sold immature spirits directly from the still.
